An oil tanker hits some rocks causing oil to spill into Adventure Bay! Things get worse when a baby whale gets covered in the oil after swimming into it! The PAW Patrol must temporarily fix the source of the oil spill, clean the whale, and prevent the oil from spreading further before any harm can be done to the sea life.

That only leaves aquaphobic Rocky as a possible candidate for the Puptacular dog show, which would be easy for him to do if he didn't have to take a bath.
