Along with such crusty comrades like Francisco the man-munching alligator, the shape-shifting Chameleon and feather-headed Bird Brain, Verminious keeps the streets of Petropolis crawling with evil schemes.

Dudley uses Keswick's growing formula to make himself tall, but he ends up destroying Petropolis and is being sent away. Bird Brain also uses the formula to destroy the rest of the city and "everything that flies". Now, Dudley is the only one who is able to defeat him.

Keswick is working on an invention that will allow the TUFF agents to see the Chameleon no matter what he turns into. In an effort to get his hands on the invention, the Chameleon turns into Dudley and convinces him that he's future Dudley.

The deranged Caped Cod has escaped and vows to destroy Petropolis by melting the Rhode Island-sized Ice Bird Iceberg and flooding the city. Dudley's not sure who the real enemy is – the Caped Cod or the pants Dudley has to wear to stay warm enough to defeat him.
