Mel helps David file for bankruptcy and pay back Donna, but he still owes a large debt to the loan shark. Donna spends the day on her parents' boat with Noah while David moves out of the apartment. Valerie catches Donna and Noah kissing and shares the news with David. Sands' thug beats up David for failing to pay back his loan, but Noah protects him from further harm. Noah secretly pays off David's debt.

Vinnie and Roger are subpoenaed to testify at a Senate hearing concerning Ketcher and the failed overthrow of Isle Pavot, but Vinnie balks at McPike's orders that he testify as a hood and not as an OCB agent. Roger testifies, then demands to be released from protective custody after an attempt on his life. When Roger is killed in a mysterious boat explosion, Vinnie testifies anonymously and substantiates Roger's testimony that Herb was responsible for everything. Abandoned by everyone in Washington, Herb is approached by the Soviet Union to defect, but he kills himself instead. Tired of all the lies, Vinnie resigns from the OCB. Roger "reappears" to let Vinnie know he faked his own death to escape the CIA.

Hardcastle and McCormick - Season 3 - Episode 22
As the final episode begins, Mark, who has secretly begun attending law school, is offered a paralegal job by Kenneth Malcolm, one of his professors. Meanwhile, Hardcastle, realizing that Mark's parole is up, decides to buy a car repair business, as a surprise gift for his friend. Upon hearing about Mark's job offer, Hardcastle, not wanting to stand in his friend's way, lies and tells his friend that he bought the company for himself. For his first assignment at law firm Malcolm, Hughes and Dewitt, Mark is asked to reclaim the possessions of Elsey, a resident of the Sunset Acres Retirement Home. Arriving at the home, Mark makes the acquaintance of Mimi LeGrand, a retired actress. Immediately liking Mimi, Mark is more than willing to comply when the former actress asks him to open a bank account for her. To Mark's surprise, he discovers that someone has already opened an account in Mimi's name. Concerned, Mark decides to go to Hardcastle for help. Before the two men are able to really learn anything in the case, they end up in jail as a result of a mistake made by Leroy, Hardcastle's assistant at the car company. While awaiting their release, Hardcastle decides to tell his friend the truth about why he bought the company. In response, Mark reveals that he has been going to law school in an attempt to follow in his friend's footsteps. Once released, Hardcastle and McCormick discover evidence that Malcolm and resident home manager Leonard Porter have been killing the residents and stealing their money. (They were able to move the money by secretly creating bank accounts in the seniors' names.) Armed with sufficient evidence, the crime fighting duo stop Malcolm and Porter. Despite the fall of his professor, Mark vows to continue attending law school. After selling the car business, Hardcastle makes a generous bet with Mark: If the ex-race car driver can beat him in a game of basketball, the judge will pay the law school bill. Pacey asks Audrey how many men she's slept with, and she tests him by saying 27, then 57, when it was really only 5. Pacey passes the test and tells Audrey he's in love with her.

Brandon follows Kelly to the airport and fears that she is still in love with Dylan. Kelly explains that she only cares about Dylan as a friend, and that she wanted to tell him that she loves Brandon. Kelly and Brandon get back together. Steve and Donna perform a comedy skit in a talent show. Donna convinces her mother, who has been running herself ragged caring for Dr. Martin, to get out of the house and come to the show. Donna fears the worst when she sees Felice with the man with whom she once had an affair. Felice explains that the man is a doctor; she was trying to arrange a lecture opportunity for Dr. Martin, as he can no longer perform surgeries. Steve encourages Clare to perform in the talent show, but comes to regret it after hearing her sing. She uses her mother's inspiration to deliver a great performance.

The wife of a wealthy man is kidnapped and the gardener is killed trying to save her. Hunter and McCall investigate but the husband just wants his wife back, so he agrees to pay the ransom and his wife is returned. Hunter and McCall question her but get nothing. She later meets her lover, the kidnapper. And she's despondent over the gardener. But he reminds her of why they did it--the prenup her husband that her husband made her sign. Her husband's secretary figurs out what theyn did and tries to blackmail them but he kills her. Later when she decides to come forward he tries to kill her but Hunter saves her. Later her husband tells them that he will use everything at his disposal to defend her cause he blames himself for what happened.

Vinnie is the fall guy in the alleged plot to disrupt the Japanese economy, prompting the Attorney General to launch a classified Senate investigation that could cost Vinnie his badge. Fearing her career is ruined, Kate attempts suicide. After hearing all the evidence, the Attorney General relieves Vinnie of his duties, stating there's enough to prosecute him for treason. Prescott Wilson arrives and places all the blame on Masters. Masters goes off the deep end and kills Strichen. Vinnie is cleared of all charges.
