The No. 4 Mobile Investigation Unit was quickly pieced together as part of reform efforts to overhaul the police organization. Meanwhile, Ibuki and Shima learn that a high school student wanted in connection with making false police reports in a separate matter is also involved in the case.

Before Ibuki and Shima are able to track Etori down and arrest him, he is killed by a drone deployed with an explosive device. They later learn that Etori was acting on directives from a mysterious individual, whom Shima identifies as a young IT specialist by the name of Kusumi. It will take the resources of the entire MIU 404 team to crack this perplexing and dangerous case!
