Sgt. Bob Cryer is approaching his 30th year of service, but some of the senior officers at the station doubt he is still up to the job. Supt. Chandler assigns Cryer the difficult task of resolving a situation where a group of prostitutes are at loggerheads with a local residents group led by Counciller Angela Morris. Cryer suggests a 'zone of tolerance', a non-residential area where the prostitutes can work without upsetting the locals, and manages to convince the girls to give it a try. As Chandler heads off to a charity dinner, a call comes through that the Morris' house has been torched. Meanwhile, PC Smith attends his interview for transfer to SO19 - he is successful, and leaves Sun Hill to join the Armed Response Unit.
When the victim in yesterday's domestic disturbance turns up badly beaten and left for dead, her husband is adamant he had nothing to do with it. Mandy tells Cryer that the woman who was bashed, Cath Evans, was working as a prostitute, and that the Councillor's husband Justin was one of her clients. But Justin in turn, having admitted his deeds to his wife, says that he was seeing Mandy as well, and that on the night of the fire, she turned up late and had blood on her clothes. Meanwhile, Smith arrives at SO19 to find his new friend Julie also made the grade, but on their training course, treats her as the token female. When she beats him on the rifle range it causes friction, and their boss cautions that they have to learn to work as a team. Under pressure, Mandy finally admits to Sgt. Cryer that Justin Harris is a client, and that he was paying her extra to keep it quiet. But that meant her paying off Cath and Sally, so when Cath threatened to tell Fleet, she bashed her up.

DI Morrell arrives to investigate the death of the Sun Hill sniper. Kent tries to convince Steve to tell MIT that Gabriel tried to save him but let go, as opposed to Gabriel deliberately dropping him from the balcony. After a short pursuit, Yvonne's friend, Shirley Moss, is involved in a car crash. The driver is killed for not wearing a seatbelt, and Shirley breaks her legs. Yvonne attempts to patch things up but Shirley turns her away and seeks solace with her sister Beverly. Ken and Suzie investigate the driver when it appears that he was a drug dealer, but Yvonne walks into the OBBO in uniform chasing after sister Beverly, who is subsequently arrested. SO19 find out that Rollins is gay, but as opposed to be annoyed he was found out, he proposes to Lance. With romance in the air, the Christmas party gets into full swing, and new girl Amber certainly enjoys herself - and causes much gossip - by very publicly kissing one of the barmaids – but sadly it looks like love is off the cards for Neil when he spies lover Andrea in a passionate embrace with Smithy.

Gabriel manages to locate her grandmother, who provides some vital information as to the child's whereabouts. Suspecting that the girl is being held prisoner, Gabriel conducts an illegal search and finds the young girl locked away in a cold, damp unlit cellar. As the evidence against her wicked stepmother racks up, Gabriel is rewarded for his efforts with a passionate kiss from Sheelagh. Meanwhile, Gina takes on the case of an elderly woman who has been robbed and assaulted by a local youth, only to discover that during the attack, the boy also took off all of his clothes and raped the woman.
